Working overtime without pay

A voluntary overtime work is frowned upon in our company. At first, I was confused why disallow overtime work without pay when it is an advantage to the company. But the rationale is the time spent by the employee that he should have left. That means he is using the resources of the company for the overtime work. If he couldn’t finish his task during the regular hours then that is a clear sign of incompetence.

Is there anyone here who can justify a worker to render extra hours of work with no pay? Even if that is the volition of the employee but I think it is not right. Working overtime without pay means the employee is very incompetent that he could not finish his work on the allotted time.
