Shortage of supplies due to hoarding

This is issue recently is about the hoarding of rice that created a shortage in supply in the market which caused the sudden price increase. Hoarders definitely profited from their gimmick although the government was trying to find the hoarders but to no avail. I have posted this topic because I know that some warehouses are amenable to hoarding goods that are not in their line. For example a warehouse of hardware goods will not be suspected to hide huge stocks of rice, right? What do you think is the way to curtail this practice in warehouses?

When there is a sudden issue with a product there would be hoarding that can hurt the supply chain business. Like the problem with rice early this year, hoarding became rampant that the prices went up artificially. Lucky are those warehouses with a lot of stocks for they have cashed in with the crisis.
