It is difficult to be a supplier of a government agency. First is the bidding process which takes a lot of documents. For a basic item like bond paper and other office supplies, the prospective supplier is to submit a comprehensive company profile detailing the previous and present clients. It is also required to list down the people you know in the agency. And when you are approved to join the bidding, you have to know the other bidders otherwise you can never win. Suppliers of government agencies have a sort of syndicate among themselves and it's not easy to enter their fold. So for those planning to be a supplier of the government, just try the private companies, they are easier as customers.

In my country, the bidding process relating Government services is generally pointed towards technical and consulting services. There is a procurement procedure for goods and services like general office supplies. The purchasing officer will seek quotations from at least 3-suppliers whose tax compliance is up-to-date. Upon receiving the quotation, there would be a an assessment as to which supplier that is offering the most favorable terms and that supplier would be given the preference. The quotations of the rejected suppliers would have to be included in the procurement document for auditing purposes.

I got a Government contract through a friend that recommended me. Of course your documents have to be in order. There is no way around that. Sometimes all it takes is a recommendation by a friend in the system. If they know the man in charge all they have to do is whisper in their ear, and that alone creates a spark. After that you just need to keep the standard up and high and just don't slack off.

In my previous job our company got a government contract and what was supposed to be a few months work turned into a year or more. I don't think it bothered my boss too much since it meant the company got paid constantly more so than originally planned but I always kind of wondered if the same would happen if the money being spent were their own instead of the tax payers'.

At least you know that government agencies are not that efficient. My husband used to work for a consulting company and they were hired by a government agency. He was the one who outlined the mechanics for bidding and if the procedure would be followed, the bidders for the computerization project would have a hard time. However, when the bidding started, it was clear that those firms with connections did not have to pass thru the elimination round of the bidding process.

That's how it works here unfortunately, as far as I know. I'm sure there are some other local places that are not as corrupt and instead just do traditional bidding and the work gets done like any other job but here in the city I think it is very prevalent and they pocket a lot of the money too which is probably why a lot of things like roads are having to be redone regularly.
