Creative haggling to get a bargain

I know of a purchasing manager who is very creative in his dealings. It’s not just the price of the product that he haggles but also the delivery time. Some suppliers agreed to the arrangement that there will be a discount if the delivery is delayed. Another haggling is the quality that if there is a spoilage or breakage in the delivered items then the refund is doubled. Maybe that style of haggling is permissible by the suppliers.

To be frank, it is not easy to do the haggling when the seller is strict and vice versa, it is also difficult to handle a haggling customer particularly a persistent one. I wonder why the big customers are decent and seemingly content with the prices while the small buyers are the ones who haggle so much. Maybe they have a problem with their marketing of the product.
