Checking the inventory properly before making an order

In one company I happened to learn that the manager is the final signatory to the order which means the order is checked not only for the veracity of the figures but also for the need. Sometimes the one in charge of ordering would prepare the order form for signatures without even checking if the said items are really needed.

This reminds me of the time when I assumed the management of one warehouse for technical equipment and gadgets. There was a lot of unused hard disks that were piling up because the orders were issued regularly. That was a clear neglect of the inventory that there were still so many of that products in stock but the orders kept on coming.
