It happens everywhere, though, and is not exclusive to the Philippines.
Our country's vice president who is now a candidate for president is being accused of an overpriced building due to a rigged bidding process. The estimated cost of 200 million for a carpark building that the government spent 2 billion. That's about ten-fold of the cost so that the overpricing is very obvious according to some senators who are investigating the case. And it boils down to the bidding process where all the 4 bidders are one and the same group so the winner is always one of them.

And now that the traffic is a gargantuan problem, there is no quick solution in sight except to penalize the middle class in banning private vehicles on the roads at certain times. And take note, the population keeps on increasing so it seems we are stuck in a rut.
On the contrary, from only the LRT 1 in the early 1980s, the Philippines now have LRT-2 and MRT-3. The PNR had also expanded its operations. The Skyway extension project is underway. The coding scheme doesn't just affect private vehicles, it is applicable to all vehicles except probably for specially-designated exempt vehicles. The problem is all roads lead to Metro Manila during weekdays because it is the center of commerce and education. It will take years to decongest the Metro if that is possible at all as we see new condominiums and buildings rising in major cities. The establishment of technoparks in places such as Cavite, Laguna, Batangas, and Subic have certainly helped ease traffic and I hope that there will be jobs for people right where they are. As it is, many have to travel from suburban areas to Metro Manila to work. For factories, a suburban or provincial location might mean higher procurement costs for their raw materials but this is easily overcome by lower labor costs since provinces outside of Metro Manila have lower minimum wage.

From what I recall, based on much word of rapid mouth and previous scandals in the news, the Philippines has never done too well in this area. What you see is what you get when it comes to deciding to continue in doing business with them on this end. It is a sad and hard reality for many too swallow, but it must be swallowed nonetheless....

Philippines is an Archipelago, transportation cost is a challenge
we speak different local language, we have different cultures and traditions per region, different local ordinance

in the current administration, majority calls it Infra age
building roads, bridges, skyways etc... hoping the next administration will continue improving this nation, reset button is a norm in our country
